These schools were open not just to the upper classes but to the children of
all citizens. Graduates of the lycées were considered qualified for
government jobs and did not need family connections to obtain these
positions, as had previously been the case.
Napoleon

guaranteed equality for all male citizens and the right to secure wealth and
private property. In other areas, however, the Code worked to restrict
