proposals.
uGorbachev and
Reagan signed an agreement in December 1987 to eliminate medium-range and certain shorter-range
missiles in Europe.
–In May 1990 Gorbachev and Bush initialed a treaty to
end production and reduce
stockpiles of chemical weapons, and in July 1991 they signed the Strategic Arms Reduction Treaty (START I)
requiring substantial
cuts in strategic nuclear weapons.
